EOR in Da Nang
You can hire employees in Da Nang through an employer of record (EOR) with no Vietnamese entity of your own. Da Nang is now one of Vietnam’s six centrally-governed cities and a fast-growing IT and semiconductor cluster. In a detail many 2026 guides get wrong, central Da Nang sits in minimum-wage Region II, not Region I.
US$149
per employee per month, flat, for Vietnamese nationals. No setup or hidden fees.

Can you hire employees in Da Nang without a local entity?
Yes. An employer of record employs your Da Nang worker through its own Vietnam-registered entity, so you need no company of your own. The EOR signs the Vietnamese labour contract, runs payroll in dong and files the statutory insurance and personal income tax, while your team reports to you and does your work. New to the model? Two things make Da Nang distinctive in 2026. It is now one of Vietnam’s six centrally-governed cities2 with a fast-growing IT and semiconductor cluster.4 And central Da Nang sits in minimum-wage Region II, not Region I — the most common factual error in city-level write-ups this year.1

Why hire in Da Nang?
Da Nang is Vietnam’s central-coast hub and, since the 2025 administrative reform, one of six centrally-governed cities alongside Hanoi, Ho Chi Minh City, Hai Phong, Hue and Can Tho.2 The merger folded the former Quảng Nam province into the city, which has since drawn major investment in high-tech and semiconductor infrastructure. What makes Da Nang an IT and semiconductor hub?
Da Nang’s digital economy is built around dedicated software and IT parks — Da Nang Software Park, Da Nang IT Park, the FPT Complex and the newest, Software Park No. 2. Software Park No. 2 opened in January 2025 as a purpose-built campus with room for about 6,000 engineers,8 and in March 2025 FPT opened a High-Tech and Semiconductor R&D Centre there for up to about 500 experts.3 The table below summarises the main anchors.
On the chip-design side, firms with a reported presence in Da Nang include Synopsys, Marvell, Renesas, Uniquify, Savarti, FPT Semiconductor and Viettel CNC. Mid-2025 reporting described around 10 design companies and about 550 engineers, and the city targets at least 5,000 semiconductor engineers by 2030 — figures that move quickly, so each is dated.4 Two policy anchors — Vietnam’s first free trade zone and one arm of its new International Financial Centre — round out the cluster.
| Anchor | What it is | Since |
|---|---|---|
| Software Park No. 2 | Purpose-built IT campus, capacity for ~6,000 engineers | Opened Jan 2025 |
| FPT High-Tech & Semiconductor R&D Centre | R&D centre (~3,000 m²), up to ~500 experts | Opened 27 Mar 2025 |
| Da Nang Free Trade Zone | Vietnam’s first FTZ, ~1,881 ha across seven sites (Resolution 136/2024/QH15) | Established mid-2025 |
| VIFC (Da Nang arm) | ~300 ha financial centre: fintech, digital assets, trade finance | Established Dec 2025 |
Software Park No. 2 opened January 2025;8 the FPT R&D Centre opened March 2025;3 the free trade zone was authorised by Resolution 136/2024/QH15 and established mid-20255 and the VIFC arm by government decree in December 2025.6 Scale and counts are dated third-party figures that move quickly.
What minimum-wage region is Da Nang in?
Central Da Nang is in Region II, not Region I. Under Decree 293/2025/ND-CP, in force since 1 January 2026, Region II is ₫4,730,000 a month, while Region I — the Hanoi and Ho Chi Minh City centres — is ₫5,310,000. Several 2026 summaries wrongly list Da Nang as Region I; the primary decree Appendix confirms Region II.1
The enlarged city spans several tiers — central wards in Region II, outlying wards in Region III, and remote former–Quảng Nam communes in Region IV — and the region follows where the employer operates, not where the employee lives. Because the ward list changed with the 2025 mergers, confirm a specific area against the decree’s Appendix rather than assuming one tier for the whole city.1
| Region | Monthly | Hourly | Example areas |
|---|---|---|---|
| Region I | ₫5,310,000 | ₫25,500 | Hanoi and Ho Chi Minh City centres |
| Region II | ₫4,730,000 | ₫22,700 | Central Da Nang |
| Region III | ₫4,140,000 | ₫20,000 | Outlying Da Nang wards |
| Region IV | ₫3,700,000 | ₫17,800 | Remote former–Quảng Nam communes |
In force 1 January 2026; the region depends on the employer’s place of operation, and the outlying/remote examples are illustrative. See the full regional minimum wage for 2026. 1
Hiring developers and engineers in Da Nang through an EOR
Da Nang’s cluster makes it a strong place to build software and hardware teams — front- and back-end developers, embedded and firmware engineers, and the IC design and verification engineers the semiconductor firms compete for. An EOR lets you employ them compliantly before you set up an entity — useful when you are testing a new R&D team. For roles, seniority bands and contract mechanics, see hiring software developers in Vietnam through an EOR. A Da Nang team is often remote or distributed; how Vietnamese labour, tax and visa rules treat that — and why there is no dedicated telework law or digital-nomad visa — is set out in remote hiring in Vietnam.
Central Da Nang’s Region II floor is lower than Region I’s in Hanoi and Ho Chi Minh City, though an engineer’s actual salary is market-set and well above any floor. For sourced pay ranges by role, see the Vietnam salary guide. For a foreign specialist, common in chip design, the EOR sponsors the work permit and residence card — see Vietnam work permits.
How EOR Vietnam employs your Da Nang team
EOR Vietnam is the publisher of this page and a specialist in employer of record services across Vietnam. For a Da Nang hire we employ your worker through a Vietnam-registered entity and handle the labour contract, payroll in dong, the compulsory insurance and trade-union contributions (about 23.5% of gross on top of pay), personal income tax, onboarding and offboarding, and — for foreign specialists — the work permit.7 The full on-cost breakdown is in Vietnam payroll and employer costs.
The fee for that service is flat: US$149 per employee per month for a Vietnamese national, charged per head rather than as a percentage of payroll, so a senior Da Nang engineer costs the same to administer as a junior hire. Foreign specialists who need a work permit — common on chip-design teams — are quoted separately. Nothing is added for setup, onboarding, offboarding, contracts or payslips, and there are no hidden fees; salary, the roughly 23.5% statutory contributions and any statutory or agreed employment payments are billed through at cost. We also hold a refundable deposit of two months’ employment cost (gross salary plus employer contributions), returned when the engagement ends less anything still owed. Pricing is as of October 2026 — see what an EOR actually costs in Vietnam.

Can I hire employees in Da Nang without an entity?
Yes. An employer of record employs your Da Nang worker through its own Vietnam-registered entity, so you need no company of your own. The EOR signs the labour contract, runs payroll in dong and files the statutory insurance and personal income tax, while the employee reports to you and does your work.
What minimum-wage region is Da Nang in?
Central Da Nang is Region II (₫4,730,000 a month as of 2026), not Region I, under Decree 293/2025/ND-CP — a point many 2026 guides get wrong. The enlarged city spans Regions II to IV, and the region follows where the employer operates, so confirm a specific ward against the decree’s Appendix.
How much does it cost to employ someone in Da Nang?
Budget the gross salary plus about 23.5% in statutory employer on-costs — the national rate, the same in Da Nang as anywhere in Vietnam. Central Da Nang’s lower Region II floor (₫4,730,000) sets only the legal minimum, not a market salary, which for engineers sits well above it. EOR Vietnam then adds a flat US$149 per employee per month for a Vietnamese national, with no other fees.
Why is Da Nang a tech hiring hub?
Da Nang is a centrally-governed city with established software and IT parks and heavy semiconductor investment. FPT opened a High-Tech and Semiconductor R&D Centre at Software Park No. 2 in March 2025, and the city hosts Vietnam’s first free trade zone and one arm of the new International Financial Centre.
What semiconductor companies are in Da Nang?
Firms reported in Da Nang’s chip-design cluster include Synopsys, Marvell, Renesas, Uniquify, Savarti, FPT Semiconductor and Viettel CNC. Mid-2025 reporting described about 10 design companies and roughly 550 engineers, with a city target of at least 5,000 by 2030. Counts change quickly, so each is dated.
