Searches for the best Employer of Record services, the best EOR companies or the best global EOR platforms return ranked “top 10” lists, many ordered by affiliate commission rather than fit. This page is narrower: it sets out what each major global platform actually publishes — price, self-reported coverage and headline features — so you can judge them against your own shortlist, then explains the decision the listicles skip: whether a broad global platform or a single-country specialist suits how you hire.

Why there is no single “best” EOR service

An EOR becomes the legal employer of your worker through a local entity, runs payroll and statutory contributions, and invoices you under a service agreement, so you can hire where you have no company of your own. New to the model? Start with how an EOR works and how it differs from a PEO. Every platform below delivers that same outcome, which is why none is “best” for everyone.

What separates them is the shape of the deal: published or quoted fee, owned entities or in-country partners, genuine country coverage, and whether contractor management and payroll are bundled. A company hiring fifty people across a dozen countries weighs these differently from one making a single hire. So we give each a “best for” use-case label rather than a numeric rank, and show our working.

How we chose the “best for” labels

The labels are editorial judgements, not scores, and rest on four observable things rather than reviews or star ratings, which we do not reproduce:

  • Pricing you can see. A published per-employee rate or a tailored quote? A published number lets you compare like for like; a quote is not worse, but is harder to check.
  • Self-reported coverage. The number of countries the provider says it can employ in — quoted from its own page and labelled self-reported, because coverage claims are rarely audited.
  • Owned entities versus partners. Whether the provider is the legal employer through its own company or through a third party, which affects who carries liability.
  • What is bundled. Whether contractor management, payroll or visa support sit on the same platform, and at what separate price.

We do not rank by headline price, because the published fee is only a fraction of the real cost (see below). No provider paid for inclusion or placement.

The shortlist at a glance

What the published price does and doesn't include

The headline fee — whether US$199 or US$699 — is the provider's margin for being the legal employer and running the admin, not the cost of the hire. On top of it you pay, as pass-through employment cost, three things the fee never covers:

  • Gross salary, in the local currency.
  • The country's statutory employer on-cost — the social, health, pension, unemployment and similar contributions an employer must pay, which vary widely by country. In Vietnam, for example, that is about 21.5% of salary in compulsory social, health and unemployment insurance,12 plus a 2% trade-union contribution,13 roughly 23.5% in total; in parts of Western Europe it can be higher still.   • Deposits, implementation and FX. Some platforms hold a deposit, charge an implementation or onboarding fee, or take a spread when they convert your funding currency into the pay currency.

So a “from” rate is the floor of a range — the figure you are quoted depends on the country and sometimes headcount — and the cheapest headline fee is not automatically the cheapest hire, since a low fee with a wide FX spread can cost more than a higher fee with none. Deel — best for mixing employees and contractors

Deel publishes a flat US$599 per EOR employee per month, with contractor management at US$49 per contractor per month and a contractor-of-record option at US$325; it states coverage of 130+ countries.1 That combination suits teams that hire both employees and contractors and want them on one dashboard. Remote — best for a published flat fee on owned entities

Remote publishes a flat US$699 per employee per month for EOR, with global payroll and contractor management each at US$29 per month, and states it can hire without a local entity in 90+ countries.2 It is known for employing through its own entities rather than partners in its core markets, which keeps the employer line clean.

Oyster — best for smaller teams wanting one flat fee

Oyster lists US$699 per employee per month for EOR across 120+ countries, with contractor management free for 30 days and then US$29 per month.3 The single published fee makes budgeting straightforward for a small, distributed team.

G-P (Globalization Partners) — best for large enterprise programmes

G-P states coverage of 180+ countries and publishes an EOR price starting at US$599 per employee per month, with larger programmes priced by proposal.4 Its reach and enterprise focus suit large, multi-country rollouts where a negotiated contract matters more than a sticker price.

Multiplier and Papaya Global — quote-led platforms

Both employ in many countries but send buyers to a demo or tailored quote rather than publishing a flat per-employee rate; dated third-party trackers report figures that vary by source and country, so confirm directly.5 Multiplier positions itself as an all-in-one EOR, contractor and payroll stack; Papaya Global is payroll-led, which suits organisations consolidating global payroll.

Velocity Global (now Pebl) — best for consultative enterprise deals

Velocity Global rebranded to Pebl in September 2025; the legal entity is unchanged (Velocity Global, LLC, trading as Pebl).7 Pebl states coverage of 185+ countries and quotes “one predictable monthly fee” on request rather than publishing a rate.6 It leans consultative, which fits buyers who want a custom arrangement.

Rippling — best for existing Rippling customers

Rippling prices EOR by custom quote — “tell us what services you need, and we'll send you a custom quote” — and does not list a per-employee rate or a country count on its pricing page.8 Because EOR sits alongside its HR, IT and payroll products, it is most compelling for companies already standardised on Rippling.

Skuad, RemoFirst and Playroll — best for a low or mid published price

These three publish their rates. Skuad lists EOR from US$199 per employee per month across 160+ countries, with contractor options from US$19–99.9 RemoFirst lists EOR from US$199 per person per month with no setup fees across 185+ countries, and visas or work permits in 110+.10 Playroll lists EOR from US$399 per employee per month across 180+ countries.11 A low “from” price is attractive, but check the country-specific quote — the floor rate rarely applies everywhere.

Global platform or local specialist?

This is the choice the comparison tables rarely make explicit, and it usually matters more than the price difference between two platforms. The test is simple: count the countries you are actually hiring in.

Hiring across several countries, a global platform earns its fee: one contract framework, one dashboard and one invoice across many markets is worth a great deal, and the per-employee fee buys exactly that breadth. Two trade-offs are worth checking — in some countries a platform employs through a third-party partner rather than its own entity, adding a layer between you and the legal employer, and very broad coverage can thin out the depth in any one market.

If instead nearly all of your hiring is in one country, that breadth is something you pay for and do not use. A single-country specialist can often match or beat a global platform there: a flat local fee without the global overhead; direct employment through its own in-country entity rather than a partner chain; and closer handling of what actually goes wrong locally — local-language contracts, work-permit dossiers, social-insurance registration and labour-inspection practice. That makes it a better fit when your map has one pin on it, not better in the abstract. Best for hiring in Vietnam: EOR Vietnam (Vietnam-only specialist)

EOR Vietnam employs people in Vietnam only. We do not serve any other country, and we include ourselves in this guide solely as the Vietnam-only option — if your hiring is spread across borders, one of the global platforms above will suit you better. Where Vietnam is your market, here is exactly how we price it, as of October 2026.

Our service fee is a flat US$149 per employee per month for Vietnamese nationals — the same fee regardless of salary, seniority, role, location in Vietnam or headcount. It is not a percentage of payroll. Foreign nationals who need a Vietnamese work permit are quoted separately, because the work-permit, visa and temporary-residence handling differs case by case. There are no setup, onboarding, offboarding, contract or payslip fees, and no hidden fees.

A refundable security deposit equal to two months of the employee's employment cost — gross salary plus statutory employer contributions — is held for the engagement and returned at the end, less any unpaid amounts. Everything beyond our fee is passed through at cost: gross salary, the roughly 23.5% statutory employer contributions (about 21.5% in compulsory social, health and unemployment insurance,12 plus the 2% trade-union contribution13), and any statutory or agreed payments such as severance where due or a 13th-month bonus. How to choose, in five steps

Whichever provider you lean towards, this sequence keeps the comparison honest:

  1. Map your hires. List every country and headcount. One country points to a specialist; several point to a global platform.
  2. Get the total landed cost in writing, in one currency: fee, gross salary, statutory employer on-cost, any deposit, implementation fee and FX spread.
  3. Ask who the legal employer is in each country — the provider's own entity or a partner — and get it named.
  4. Check what is bundled and what is extra: contractor management, payroll, benefits, visas and work permits.

What is the best Employer of Record service?

There is no single best EOR service for everyone. The right one depends on where you are hiring, whether you need breadth across many countries or depth in one, whether you prefer a published flat fee or a negotiated quote, and whether the provider is the legal employer through its own entity or through a partner. Score each candidate against those factors and your own country list rather than trusting a ranked “top 10”.

Global platform or local specialist — which should I pick?

Count the countries you are hiring in. Spread across several, a global platform's single contract, dashboard and invoice are worth the per-employee fee. Concentrated in one country, a single-country specialist can offer a flat local fee, direct employment through its own entity, and closer handling of local contracts, permits and inspections — breadth you would otherwise pay for and not use. Match the provider to your hiring map.

Do global platforms employ through their own entities?

It varies by provider and by country. Some platforms are the legal employer through their own local company; others arrange employment through a third-party in-country partner in markets where they have no entity, which adds a layer between you and the legal employer. Ask, per country, which applies and get the employing entity named in writing — it affects who carries liability if something goes wrong.
