How much does a PEO cost in Vietnam?

Pricing a “PEO in Vietnam” is harder than it should be. The US co-employment model the word describes has no clean basis in Vietnamese law, so a “PEO Vietnam” offer is almost always an employer of record (EOR) under another name — see what a PEO really is in Vietnam. How much does a PEO cost in Vietnam?

In 2026, third-party sources put a PEO management fee in Vietnam at roughly US$150–650 per employee per month, sometimes with a one-off setup fee of about US$1,500–5,000.3 That fee sits on top of the gross salary and the employer’s statutory on-costs of about 23.5% — insurance plus a 2% trade-union fee — which a compliant provider passes through at cost.12

The management fee is the provider’s own margin; the salary, those on-costs and personal income tax are your own money passing through. The three parts of a PEO cost

A PEO or EOR quote has three distinct parts, and conflating them is why quotes look confusing: the provider’s management fee (flat or a percentage of payroll); the statutory employer on-costs of about 23.5% of gross, set by Vietnamese law and passed through at cost; and the gross salary plus any agreed extras, also at cost. Some providers also add a refundable deposit or a currency spread on non-VND funding. Only the first is the provider’s own margin.

PEO vs payroll-only outsourcing pricing

A PEO fee is often confused with payroll-only outsourcing, which is far cheaper because it is far narrower — roughly US$15–80 per employee per month in Vietnam, often with a monthly minimum, and base fees may exclude personal-income-tax filing or year-end finalisation.5 It is a fraction of a PEO fee because the provider never becomes the employer: it runs payroll for staff you already employ through your own entity, so you keep every statutory liability. The statutory on-costs that sit on top

The statutory contributions are identical in every quote, because law sets them, not the provider. For a Vietnamese employee the employer pays about 23.5% of gross — set out by component in the table below — and the employee a further 10.5%.12 For a foreign national on a contract of 12 months or more the employer pays about 22.5%, because unemployment insurance does not apply to foreign nationals.16 Contributions apply only up to a capped salary of ₫50,600,000 a month from 1 July 2026.6 Each contribution is set out, with its governing instrument, across our Vietnam employer guides.

PEO cost vs EOR cost — and why your entity decides it

Because a US-style PEO does not translate to Vietnam, “PEO cost” and “EOR cost” are, for most buyers, the same number under two names — the side-by-side is on EOR versus PEO in Vietnam. What moves the price is whether you already hold a registered Vietnamese entity: without one you need an EOR and pay an EOR-level fee plus pass-through salary and on-costs; with one you can buy payroll-only outsourcing at US$15–80 instead. What EOR Vietnam costs

Most companies reaching a “PEO cost Vietnam” search have no Vietnamese entity and simply want to employ someone compliantly. Our employer-of-record service does that directly: a Vietnam-registered entity is the single legal employer, signs the Labour Code contract, runs monthly payroll in dong, pays the statutory insurance and 2% union fee, withholds personal income tax, and handles onboarding, offboarding and work-permit support for foreign hires, while you direct the work.

No. The salary, the employer’s contributions of about 23.5%, and personal income tax are not the provider’s fee — they are your money passing through, paid at cost. A clear quote lists the management fee on one line and the pass-through salary and on-costs on another; a bundled number hides the real cost.

Is there a setup or deposit fee for a PEO in Vietnam?
